Welcome to the JCAA's Air Navigation Services Division
The JCAA’s Air Navigation Services (ANS) Division is the nucleus of the aviation industry’s operational safety and efficiency. The division is entrusted with the responsibility of overseeing aircraft movement throughout the Kingston Flight Information Region (KFIR), and provides various services to ensure the highest standards of safety, efficiency, and compliance with national and international regulations and standards.
With vital facilities, such as:
- The Kingston Air Traffic Control Centre (KATCC)
- The Norman Manley Aerodrome Control Unit (NMIA)
- The Sangster Aerodrome Control Unit (SIA),
- The Tinson Pen Aerodrome Flight Information Service Unit

Ensuring Safety and Compliance
We are committed to upholding the highest standards of safety and compliance, in accordance with the Standards and Recommended Practices of the International Civil Aviation Organization (ICAO) and the Convention on International Civil Aviation. Our operations are poised to guarantee that our Air Traffic Services (ATS) and Communications, Navigation, and Surveillance (CNS) systems meet these rigorous international benchmarks.
Services Offered
Air Traffic Services (ATS): Our dedicated team provides comprehensive Air Traffic Services (ATS) that include overseeing aircraft movement, airspace management, and ensuring safe navigation for all flights.
Air Traffic Flow Management (ATFM): Air Traffic Flow Management (ATFM) plays a crucial role in enhancing the efficiency and safety of air travel. Our ATFM services streamline the flow of air traffic to minimize delays and maximize airspace capacity. With our dedicated team overseeing air traffic movement and airspace management, all stakeholders can expect smoother journeys and enhanced safety for all flights.
Quality Assurance: We implement stringent quality assurance measures to continuously monitor and improve our ATS procedures, to ensure the highest levels of safety.
Aeronautical Information Management (AIM): Our AIM department disseminates crucial aeronautical information to flight operations personnel, enhancing situational awareness and flight safety.
Aeronautical Meteorology and Search and Rescue Services
Through a Memorandum of Understanding between the JCAA and the Meteorological Service Division of the Ministry of Economic Growth and Job Creation, Aeronautical Meteorology services are managed, on the JCAA’s behalf, by the Meteorological Service Division.
Aeronautical Search & Rescue:
Aeronautical Search & Rescue operations are overseen by the Jamaica Defence Force Coastguard, under the established Memorandum of Understanding with the JCAA.
Training and Development:
Through its Civil Aviation Authority Training Institute (CAATI) and other training and development programmes, the JCAA offers specialized training to empower personnel with the skills and knowledge required for effective air traffic control and aeronautical information management.
The ANS Training Unit plays a vital role in developing on-the-job training and certification programmes to ensure personnel are equipped for air traffic management, aeronautical information management, and other critical support services. These programmes enhance operational efficiency and safety, while reinforcing the JCAA’s commitment to maintaining high standards in air navigation services.
Comprehensive Support
Our division oversees a range of critical functions. In addition to the provision of Air Traffic Services, the division provides and /or overseas Aeronautical Information Management services; Obstacle Evaluation and Procedures Development, Aeronautical Meteorology, Aeronautical Telecommunications, Air Traffic Services training and Aeronautical Search and Rescue operations. With a dedicated team of managers, engineers, and technical officers, we ensure seamless and reliable air navigation services.
Training Excellence
At the JCAA’s Civil Aviation Authority Training Institute (CAATI), we provide comprehensive training programmes tailored to the needs of air traffic services, aeronautical information services personnel and other aviation stakeholders. Our courses cover radar and non-radar procedures, equipping individuals with the expertise needed to navigate complex airspace environments.

Aeronautical Information Management
The Aeronautical Information Management Department (AIM) routinely compiles and disseminates aeronautical information to flight operations personnel as well as to other agencies – local and overseas – that are responsible for the dissemination of flight information. This information is contained in Notices to Airmen (NOTAMs), Aeronautical Information Publications (AIPs), AIP Supplements, and Aeronautical Information Circulars (AICs).
Aeronautical Meteorology
The provision of Aeronautical Meteorology is delegated to the Meteorological Service Division of the Ministry of Economic Growth and Job Creation.
