The Flight Safety Division is staffed by:

- a licensing officer

The JCAA prioritizes the highest standards of safety and expertise. Our Aviation Safety Inspectors undergo rigorous training to ensure that they are fully equipped to maintain and enhance aviation safety across Jamaica.
Our inspectors receive specialized training through partnerships with leading organizations, such as Transport Canada, the Federal Aviation Administration (FAA), and the International Air Transport Association (IATA). We also collaborate with aircraft manufacturers and airlines to provide cutting-edge training.
On-the-Job Training: Hands-on experience is crucial. Our inspectors gain practical skills through extensive on-the-job training programmes.
Aircraft Proficiency: Inspectors are trained on a wide range of aircraft, including:
- Airbus Models: A340, A310, A300, A320/321
- Boeing Models: B-747, B-737, B-727
- Douglas Models: DC-8, DC-9, MD83
- Other Aircraft: Bombardier DHC8, SD360, DHC-6, Dornier Do228, Beech King Air series, Cessna Citation, and various light aircraft (including Cessna, Beech, and Piper singles and twins)
- Helicopters: Bell 206 and military helicopters
Maintaining Current Expertise
Type Ratings: Our Operations Personnel and Airworthiness Inspectors hold type ratings on transport category aircraft.
Continuous Learning: Inspectors remain current on most aircraft types operated in Jamaica, to ensure that they stay updated with the latest safety standards and practices.

Ensuring Aircraft Airworthiness:
Maintaining High Standards for Jamaican Aircraft
The Airworthiness section of the Flight Safety Department is dedicated to ensuring that all aircraft on the Jamaican registry meet the rigorous standards set by the Civil Aviation Regulations and ICAO Annex 6 – Operation of Aircraft. Our team of Safety Inspectors (ASIs), who are all licensed Aircraft Maintenance Engineers, plays a crucial role in maintaining the established standards.
The JCAA’s Airworthiness Safety Inspectors are responsible for a range of critical tasks to ensure the safety and reliability of aircraft operations:
- Aircraft Inspection Programmes
Assessment and Approval: Airworthiness Safety Inspectors evaluate and approve aircraft inspection programmes, and ensure that they are implemented by qualified personnel.
Regular checks are conducted to ensure that these programmes are consistently and effectively executed.
- Regular and Ad Hoc Inspections
Annual and Ongoing Inspections: Our Airworthiness Safety Inspectors perform thorough inspections of Jamaican registered aircraft and their maintenance documentation, both annually and continuously.
Ad Hoc Inspections: Inspections of various operators are also conducted, as needed, to ensure compliance with regulations.
- Accident and Incident Investigations
Comprehensive Investigations: Our inspectors conduct detailed investigations into aircraft accidents or incidents to determine causes and recommend improvements.
- Licensing and Competency Assessments
AME Licence Assessments: We evaluate applicants for Aircraft Maintenance Engineer (AME) licenses, through written and oral examinations.
Competency Grading: Our inspectors set and grade these exams to ensure that only competent professionals are licensed.
- Routine Ramp Inspections
Foreign Aircraft Surveillance: We conduct routine ramp inspections and surveillance on foreign-registered aircraft, operating in Jamaica, to ensure they meet our safety standards.

Enforcement Measures
