The global approach to aviation security was dramatically impacted by the events of September 11, 2001 (9/11), and this new paradigm has forced many changes in aviation security. The JCAA has responded to these changes by implementing local security regulations and strengthening the security unit of the Authority.
The Aviation Security (AVSEC) Unit, of the Flight Safety Department has been mandated, since 2004, to provide oversight responsibility for aviation security throughout Jamaica’s aviation industry. It is also mandated to protect the industry, Jamaica and our international partners against acts of unlawful interference. As a member state of the International Civil Aviation Organization (ICAO), Jamaica abides by the Standards and Recommended Practices contained in the various Annexes. The AVSEC Unit enforces those Standards and Recommended Practices, contained in Annexes 9 and 17, which have been promulgated in the Civil Aviation Regulations and Twentieth Schedules.
