At the Jamaica Civil Aviation Authority (JCAA), we put our stakeholders first in everything we do. Our mission is to regulate airports in a manner that promotes efficiency, economic viability, and profitability while fostering an environment that encourages investment and meeting our users’ needs.
Why Choose JCAA Regulation?
Efficiency and Profitability: We strive to ensure that airports operate efficiently, profitably, and competitively, to maximize their potential for growth and success.
Investment Opportunities: By creating an enabling environment, we attract potential investors interested in contributing to the development of our airports.
Meeting User Demand: We encourage investment in new facilities to meet the ever-growing demands of passengers and cargo transportation.
International Standards: Our regulations are aligned with the best industry and international practices, to ensure that Jamaica’s airports operate at the highest standards.
Regulating Airport Conduct
Our regulatory focus also extends to airport operators’ conduct, in a wide range of activities. These are defined by the Act as “relevant activities” and include:
Aircraft Operations: We closely monitor landing, parking, and take-off activities to ensure safety and efficiency.
Aircraft Servicing: We oversee the servicing of aircraft, including the supply of fuel, as we guarantee quality and reliability.
Passenger and Cargo Handling: The JCAA regulates the handling of passengers’ baggage and cargo to maintain security and streamline operations.
*Excluded Activities: Certain activities, such as motor vehicle parking and passenger refreshment services, are excluded from our regulatory scope.

The JCAA: Your Partner in Ensuring Fair Practices
The JCAA is committed to transparency, fairness, and the highest standards of regulation.
Section 14 of the Act empowers the JCAA to investigate and impose discretionary conditions to correct any conduct by airport operators that may be deemed unfair or discriminatory. By doing so, the JCAA promotes:
Non-Discrimination: We ensure that airport operators do not unreasonably discriminate against any class of users or exploit their bargaining position unfairly.
Fair Pricing: Charges levied by airport operators are scrutinized to prevent unduly low pricing that may harm other airports or users.
